PRESIDENT'S MESSAGE

     A great day was had by all at this year's Ca State Fair.  On August 27th, the State Fair recognized First Responders/Veterans, and we were included in and given a table by the State Fair.  But, would not have been if not for our Executive Director's quick action making sure we were not left out.
     Things got started at 8:00AM.  Gerard Fields, Mary Lou and myself unloaded and set-up our display.  And a great display it was too!  We also had Voter Registration available, although, not our main focus.  But don't forget, on Saturday, September 11th at the Watt Avenue Sam's Club, will be the main focus, so come on out and help us make sure we have one of our largest voter turnout this election year.  Oops!  I got off the subject.  The day at the fair...we had a great turn-out of our members.  During the day, Ted Adams, Pat Boltinghouse, Jim Santianna, Ken Nelson, Sanford Ross, David Dutton, John Madri, Jerry Quint, Jesus Ramos, Carl Guimbellot, John Hanretty, all came by and spent time.  Later in the afternoon and evening, George Bouchard, Joe Cavanagh, Karen Winnett, Kris Hollinger, and Phil Rios.  Doc Kauffman came and  stayed until the end after midnight when they finally let us load up and get out of there.  All day and night, we had fun, yakking to each other, intermingling with the other Vet groups there, meeting and sharing our information with other Vets from both in and out of the area and also other Veterans groups from both Sacramento and other cities in California we had not met before, sharing phone numbers and ideas.  We had a good spot in the middle of the food court. (lots of traffic).  If we weren't drawn by the smell of a special food wafting through the air, we had drinks and sandwiches on hand for all.  Let's see, free entrance for Vets, free food and drinks on hand, the sharing of brotherhood, the Fair atmosphere.....if you didn't make it this year, hopefully you will next year.

    

 

        CURRENT NEWS AND ANNOUNCEMENTS
GENERAL MEETING

     Tuesday - Sept. 21 -  7PM - Roseville Veterans Memorial Hall - Directions on Page 4. 
    
Members attending will receive a Veterans' Data Package.  In light of all of the unexpected deaths of other Veterans' organization members, and the confusion following for the families during a time of stress we want to make available to you a method of documenting your data and your family's data to enable the survivors to make the necessary plans, and to make sure that if benefits are due, that they are received.
                    VOTER REGISTRATION DAY
     As you all know, the upcoming election will be one of the most important in our lifetimes.  VVA does not endorse either candidate.  But, what we do promote is getting everyone to the polls to cast their votes.  Chapter 500 will be hosting a Voter Registration Day.
DATE:  September 11, 2004
TIME:  9:00AM - 6PM
PLACE:  Sam's Club, in back of the new Walmart on Watt and El Camino.
     We will need some workers to register people, so, please call the office and give us just a few hours in your day to help.
                  THE OKTOBERFEST IS COMING UP!
     This is a fund-raiser.  If you don't want to come, at least buy a ticket or two. Call the office to reserve your tickets.  It's on a Saturday this year.  So, no excuse of not getting off work in time.  Tickets are $15. each.  Enjoy great, authentic German food, music and fun!  Bring family and friends along.

The Stand Down is coming up October 1, 2, and 3rd.  If you want to volunteer to help at the Stand Down, we must have your name, days and hours that you can work no later than September 10.  Call the office.  Keep in mind, no one will be admitted into the Stand Down area if your name is not on the list as a volunteer.  Some help will also be needed on Sept. 28, 29, & 30th for set up.

BENEFITS FOR CALIFORNIA VETERANS

BUSINESS LICENSE, TAX AND FEE WAIVER

The Benefit - Waiver of municipal, county and state business license fees, taxes and fees, for veterans who hawk, peddle or vend any goods, wares or merchandise owned by the veteran, except spirituous, malt, vinous or other intoxicating liquor, including sales from a fixed location.
Who May Be Eligible - Honorably discharged veterans who engage in sales (not services) activities.
How To Apply - Bring proof of honorable discharge to your local appropriate county/city licensing authority.

COLLEGE TUITION FEE WAIVERS FOR VETERANS' DEPENDENTS

The Benefit - Waiver of mandatory systemwide tuition and fees at any State of California Community College, California State University or University of California Campus.
Who May Be Eligible - Plan A - The spouse, child (under the age of 27) or unmarried surviving spouse of a veteran who is totally service-connected disabled, or who has died of service-connected causes may qualify.
Plan B - The child of a veteran who has a permanent service-connected disability.  The child's income and the value of support provided by a parent cannot exceed the national poverty level.  *Note that all students must meet California residency requirements.
Where To Apply - Contact your local County Veterans Service Office (located in the county government section of your telephone book or at www.cacvso.org) to obtain an application, information and to apply for benefits under this program.

DISABLED VETERAN BUSINESS ENTERPRISE OPPORTUNITIES

The Benefit - Certified veterans can participate in the state mandated goal of awarding 3% of all state contracts to disabled veterans through the Disabled Veteran Business Enterprise (DVBE) Program.
Who May Be Eligible - Veterans with a service-connected disability rated at 10% or greater who own at least 51% of a business, and who meet other eligible criteria.

LEGISLATION and GOVERNMENT ISSUES

     Here's what's going on in the Capitol......

SENATE CONFIRMS TOM JOHNSON AS SECRETARY OF VETERANS AFFAIRS
(From the CA Department of Veterans Affairs)

     On August 23rd, the CA Senate confirmed Tom Johnson as Secretary of Veterans Affairs by a vote of 38 to 0.  This is excellent news for veterans since it helps guarantee continuity in the leadership of the California Department of Veterans Affairs.  Governor Schwarzenegger appointed Johnson, a Vietnam Era veteran with more than 34 years in healthcare management experience, as Secretary of Veterans Affairs earlier this year.  "This is not as much an affirmation of me as it is a vote of confidence in this department," said Johnson.  "There are many good people here at CDVA, at headquarters, in the Veterans Homes, at our Cal Vet offices and at our Veteran Services offices and I am proud to serve with you.".  Johnson oversees an annual department operating budget of approximately $300 million, a Farm and Home Loan program with assets of about $2.4 billion, and roughly 1,600 employees statewide.

     Following are some brief descriptions of some of the bills that concerns Veterans.  For full context of the bills go to the website www.califveterans.com.
AB2268 - Veterans Claims (Steve Samuelian, Fresno)
Authorizes the CA Department of Veterans Affairs to contract with any veterans service organization to provide for benefit claims processing for veterans and dependents.  The bill has been passed by the Legislature and is on the way to the Governor's office.
AB1077 - Veterans Homes (Herb Wesson, Los Angeles)
This is the bill which was taken by the "gut and amend" process in the very last hours of the legislative session to provide more funding for the construction of the five additional sites for CA State Veterans Homes.  In a very rapid action, the bill was passed by the Senate Committees on Veterans Affairs and Appropriations, passed on the Senate floor, and received concurrence in the Assembly.  It is now on its way to the Governor.  Reportedly, the bill has the Governor's support and will be signed in short order.
SB764 - Property Tax: Disabled veterans' exemptions. (Bill Morrow, San Juan Capistrano)  Current property tax exemptions for disabled veterans and surviving spouses would be indexed to inflation beginning January 2006.  This bill has been passed by the Legislature and sent to the Governor.
SB1517 - Retroactive High School Diplomas for Veterans (Roy Ashburn, Bakersfield) Encourages school districts to grant a high school diploma to a former pupil who is a veteran of WWII, the Korean War, or the Vietnam War if they entered service before completing school.  The bill was passed by the Legislature and signed by the Governor.

UPDATE ON THE VIETNAM VETERANS MEMORIAL



MOST RECENT DEVELOPMENTS.....The contracts have been let to the Hornet Foundation.  This is a non-profit organization at CA State University.  Repairs should start soon.  For the future, the foundation will be in charge of seeing to the repairs and needs of the Memorial.  Donations can be made to them also.  This will facilitate action for the Memorial when needed and eliminate the bureaucracy of going through several departments and committees in the State chain for action. 9/04 Update.  The contracts are now physically in the Hornet's hands, contractors are being sought, work should start soon.

DIRECTIONS to the Roseville Veterans Memorial Hall.  From I-80.  Take the Douglas West exit.  Go to the third light which is Folsom Rd.  Turn right, go to the second stop sign, which is Sutter, turn left, follow the curve, you will see signs on the right & that say "Royer Park", turn left there.  You will immediately see the hall to the right and the parking lot.  That's it.  In the hall, from the main door, follow the VVA sign to the meeting room. September 8 - Veterans Affiliated Council Meeting. 7PM, held at VFW Post #67, 2784 Stockton Blvd.  Councilman Dave Jones will be introducing Kevin McCarty who will be taking Dave's seat on the Sacramento City Council after the elections.  Dave will be moving into Darryl Steinberg's Assembly seat.  Dave Jones has been a great supporter of Veterans.  Come and meet both of them. 
September 18 - POW/MIA REMEMBRANCE CEREMONY - held at the Roseville Elks Lodge, 3000 Brady Lane, Roseville, at 3PM.  President McNeill will be speaking.  There will be a  roast beef dinner held after the ceremony at the cost of $10. per person.  RSVP for dinner no later than September 14.  Call 363-8494 or e-mail mecrec@sbcglobal.net.
September 18 - Military Order of the Purple Heart #385 meeting.  The MOPH meetings are held regularly on the 3rd Saturday of each month at the Folsom Veterans Hall, 1300 Forrest St., Folsom.  Breakfast at 8AM ($5.) and meeting at 9AM.  The $5. gives you a chance to win $100. at the monthly drawing.  If you are a combat wounded veterans, you are eligible to join the MOPH.

October 8, 9, 10 - This is it.  The Chapter 500 Annual Get-A-Way.  Get your camping gear together.  If you can't come for the whole weekend, come up for the Saturday dinner.  It will be early this year for those who need to get back to town.  Held at Scott's Flat, near Nevada City. Directions will be passed out at meetings and included in the next newsletter.
October 22 - Chapter 500 will hold a Halloween Dance at the Roseville Veterans Hall. We're considering costumes.  Tickets will be $7. per person.  Adult beverages and a raffle will be available.
November 6 - VAC Honor Guard Dinner - VFW Post #67 - A fundraiser to support the VAC Honor Guard who perform Honor Guard services at Veteran burials.  Tickets are $10. each. 
November 7 - Marine Corps Ball - Held at the Folsom Community Center annually to celebrate the Marine Corps Birthday.  Tickets are $35. each.  Dining, dancing, a real ball.
November 11 - Elk Grove Veterans Day Parade
November 12, 13, 14 - California State Council Meeting. 
November 13 - VAC Veterans Day Parade - downtown Sacramento.  Assembly 8:30-10AM. Parade 11AM.

 

AFTER ACTION REPORT

August 3 - VVA500 held their regular Board Meeting
August 4 - M.L. McNeill met with Rebecca Lee of East Lawn Memorial Parks to discuss discounts for Veterans for burial services.
August 8 - VVA500 members joined with the UVOR for the annual Veterans Picnic held at Royer Park.  There was lots of food for all, and all had a great time.
August 11 - VVA500 delegates attended the monthly meeting of the VAC.  Commander McNeill presided.  A presentation was had concerning the Veterans Memorial at Mather Hospital.
August 12 - M.L. McNeill met with Mike Kilwein of Vocational Evaluation Services re:  VA approved rehab education for Veterans.
August 14 - President McNeill and M.L. McNeill and VVA 500 members attended the Purple Heart Ceremony honoring all of those wounded in combat at the Mather Air Field.  Several dignitaries attended the ceremony, including MG Thomas Eres, Commander of the National Guard, Sheryl Schmidt, who read a proclamation from the Governor and Mike Slater, Service Representative from the CDVA. Refreshments were served after the ceremony and all had a chance to visit with others.
August 16 - M.L. McNeill attended the Stand Down Committee Meeting.
August 16 - President McNeill attended the Marine Corps League Meeting.
August 24 - M.L. Neill chaired the Veterans Day Parade Committee meeting at VFW Post #67.
August 25 - President McNeill and M.L. McNeill attended the funeral of Georges Robin, well loved member of the Military Order of the Purple Heart and well-known for his work in helping Veterans.
August 27 - First Response Day at the Fair.  A free day for Veterans.  VVA500 had a table and was well represented by several members.  We had a great display.  The Chapter's new T-shirts and hats were available.

FEATURED LEGISLATOR

      A special THANK-YOU goes toAssemblyman Bill Maze,  for authoring the Resolution ACR 171 that pays tribute to Vietnam Veterans by proclaiming March 8, 2005, a day in honor of Vietnam War Veterans.  The resolution can be read in full in the next column.

ASSEMBLYMEMBER BILL MAZE
34th Assembly District

     Bill Maze was first elected to represent the constituents of the 34th Assembly District in 2002.
     Prior to being elected to the Assembly, Bill Maze served as a Tulare County Supervisor, representing the Third District which covers Visalia. He was first elected to the Board of Supervisors in 1992, was re-elected without opposition in 1996, and elected to a third term in March 2000.
     As Supervisor Maze served as Chairman of the Board of Supervisors during 1997. Under his chairmanship, Tulare County moved forward on several important issues: strengthening law enforcement, protecting agricultural lands, implementing welfare reform, promoting economic development, and streamlining county government. Then-Supervisor Maze has successfully worked with state legislators to ensure that Sacramento is responsive to the interests of Valley counties. He also served as president of the San Joaquin Valley Supervisors Association in 1998.
     Until recently, he served on the Executive Committee for CSAC, the California State Association of Counties. In this capacity, he led the effort to develop a statewide strategy for the successful implementation of welfare reform at the local level. He also improved communication between state and local officials on health issues facing California counties. Locally, Assemblyman Maze founded the Citizens Advisory Committee on Government Assistance Reform to prepare for welfare reform in Tulare County.
     Assemblyman Maze has long been in the forefront on federal, state, and regional issues concerning land management and environmental protection. He is a particularly strong advocate for private property rights and has been a leader in the drive to reduce government regulation on agriculture and business.
     Having been involved in business and farming for more than 25 years, Assemblyman Maze has been active in his community. He served on the Board of Directors for the Visalia Economic Development Council, the Tulare County Economic Development Corporation, the Tulare County Workforce Coalition, and Pro-Youth Visalia. He is also a member of the California Farm Bureau, Aircraft Owners and Pilots Association, and Back Country Horsemen of California. In addition, Assemblyman Maze was chairman of the 1997 campaign for United Way of Tulare County.   Continued next column ►►►

 

  Biography - Assemblymember Bill Maze, cont.

     For his leadership on veterans issues, then-Supervisor Maze received the 1993 Friend of the Veteran Award from the Tulare-Kings Veterans Alliance. From 1993-1995, he chaired the Kings-Tulare Area Agency on Aging and led the drive for expanded senior citizen programs.
     With his family roots in the San Joaquin Valley going back to the 1880s, Assemblyman Maze was born in Woodlake and attended public schools in Exeter. He graduated from Cal Poly San Luis Obispo with a Bachelor of Science Degree in Agribusiness. He served in the United States Army on the Inspector General's staff from 1968-70. Assemblyman Maze lives in Visalia with his wife, Becky. They have five children and two grandchildren. They are members of the First Assembly of God Church in Visalia.

     Whereas, On March 8, 1965, the United States Marines sent 3,500 Marines that were the first known combat troops to land in South Vietnam; by the year 1968 there were over 500,000 troops stationed in South Vietnam; and
     Whereas, We owe our many thanks and gratitude to those who served during this difficult time because the average infantryman in Vietnam saw almost 240 days of combat during a one-year period; and
     Whereas, Of the 2.6 million military personnel who served during this time in the South Pacific, between 1 and 1.6 million fought in combat, provided close support, or were fairly regularly exposed to enemy attack; and
     Whereas, One out of every 10 Americans who served in Vietnam was a casualty, including a total of 58, 169 killed and 304,000 wounded, which includes 75,000 Vietnam veterans who were severely disabled; and
     Whereas, the troops who served during this time answered the call of duty during a time of need for our country and our expressed words of thanks will never be enough for what these troops sacrificed; and
     Whereas, The lives that were lost and the families and friends who witnessed these tragedies have paid the highest price for freedom and democracy; and
     Whereas, The troops, whether they chose to fight in Vietnam through enlisting or if the government drafted them, deserve our respect and our honor; and
     Whereas, This resolution demonstrates to those who fought in the Vietnam War that, although the war is debatable, the troops and the sacrifices the troops made will forever be in our hearts and in our minds; now, therefore, be it
     Resolved by the Assembly of the State of California, the Senate thereof concurring, Requests that Governor Schwarzenegger proclaim March 8, 2005, a day in honor of Vietnam War veterans and proclaim that the State of California fly its flags at half-mast on that day in honor of these veterans; and be it further
     Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.

PARTICIPATION IN A RESEARCH STUDY

     Are you a male between the ages of 45-65,  and have you been diagnosed with high fat levels (triglycerides), but are not on medication for the problem.  If this fits, then you may be eligible to participate in a USDA Western Human Nutrition Research Center at UC Davis and the VA Northern California Healthcare System study of DHA (a type of fat found in fish) Supplementation Study.  The purpose of the study is to learn if the fat in ones diet is important in determining the risk for cardiovascular disease (heart and blood vessel disease).  The study is open to all men, not just veterans, so pass the word. 
     This will be a 98-day study.  Volunteers will be asked to take a daily dietary supplement and complete 6 study visits on the UC Davis campus.  Volunteers receive financial compensation for participation and for a pre-screening test if necessary.  For information call:  530-752-5177 and press #1.  Or, you may go to the website for more information at www.whnrc.usda.gov.  Flyers and more in-depth information will be available at meetings and events.

     Confused?  Can't make up your mind?  What is the truth, what is a lie, what is an exaggeration or distortion?  As you know the Vietnam Veterans of America cannot and does not endorse any candidate.  But we sure do want you to VOTE and we did find a website that may possibly help you make your decision or at least enable you to separate truth from fiction.  It is called Fact.Check.Org, the Annenberg Political Fact Check.  It comes from the University of Pennsylvania.  It reviews political ads, speeches and statements of the candidates, researches them and prints the facts.  You can also sign up for e-mail messages that updates anything new. It also has an archive where you can check backward for months. We're not going to print any of the facts or fiction in the newsletter, because members have their own opinions on who should be President and they really get testy when they don't like what is said either way.  And, again, we just DON'T endorse anybody.  The website is www.factcheck.org
