PRESIDENT'S MESSAGE

     On behalf of the newly elected officers and myself, I would like to thank you for your vote of confidence.  And, I would also like to thank the out going officers for the fine jobs they did this past year.  This year with your help, we hope to have an even greater year then last year which was a fantastic year for Chapter 500.  But with your help and guidance in the coming year I'm sure we will have a great one again.
     As you know the month of May will be a busy one with the "Reading of the Names" on Memorial Day weekend.  We will do something special this year for the "Medal of Honor" recipients that are on the CA Vietnam Veterans Memorial.
     Once again thank you for the support and a job very well done.  "Welcome Home Everyone".

ELECTIONS 2005

     Chapter 500 held their annual meeting and elections for the 2005-2006 year. Following are the results:

     President Adams will be appointing Committee Chairs during the month of May.  See page 5  for a listing and explanation of available committees.  If you are interested in working in a committee, call or e-mail the office.

MEMORIAL DAY WEEKEND

     May is an important month for Veterans.  Many events are coming up in honor of those that have served and are now gone.  This issue will be devoted mostly to the events and have some special memorabilia regarding the CA Vietnam Veterans Memorial.  This year is the 30th anniversary of when the design for the Memorial was unveiled in a ceremony at the present site.

LEGISLATIVE ISSUES
A MESSAGE FROM ASSEMBLYMAN DAVE JONES

Dear Friends,
     I am writing to update you on activities in the state capitol.  Thank you to John Canfield (VAC) and all the other veterans who participated in Veterans Lobby Day on April 12.
     Recently I had the opportunity to vote in favor of two bills to help Veterans.  AB 276 prevents state agencies from seeking reimbursement for "hazard pay" paid by the federal government to state employees who are serving in the National Guard in Iraq and Afghanistan.
     Soldiers called to duty in the National Guard from their state job are compensated by the State of California and the Federal Government with an amount equal to what they would make at their regular job.  On top of that, the federal government may provide a hazard duty, hostile fire or other special or incentive pay.  The State of California, in some instances, has attempted to collect that additional compensation.  AB 276 would prohibit the state for taking this special compensation earned by state employees serving in the National Guard in Iraq or Afghanistan.
     AB 357 authorizes the addition of a Veterans Quality of Life income tax checkoff on state income tax forms.  Should AB357 be enacted, the Veterans Quality of Life could provide millions of dollars in funding for veteran's home maintenance.  This would be contingent upon taxpayers checking the box when filing state income taxes each year.

THE CA VIETNAM VETERANS MEMORIAL

         INDIVIDUAL FORCES ARMED WITH A VISION
                     HISTORY OF THE MEMORIAL
    
As it should be, the story of the Memorial belongs to many people.  People who left apathy behind and set out to prove that individual efforts can make a difference.  In this case, they made the California Vietnam Veterans Memorial.
    
The Memorial movement was a great grass roots effort, started in 1983 with the vision of a group of Vietnam Veterans from Marin and Sonoma counties.  The key person in this group was Herman Woods, a double-amputee who served in the Army.
                                LEGISLATION
    
Woods approached California Assemblyman Richard Floyd (D-Lawndale), a decorated Korean War veteran, about sponsoring legislation that would provide for the construction of a memorial to honor California's Vietnam Veterans.  To confirm community support for the legislation, Assemblyman Floyd held a rally on the east steps of the California State Capitol.
     Eight hundred people showed their support.  Confident that the Memorial was the will of the people, Assemblyman Floyd introduced Assembly Bill 650.  It was signed into law by Governor George Deukmajian in September, 1983.  The legislation specified the following:
     "A memorial is to be erected on the Capitol grounds in Sacramento.  There is to be a nine-member Commission with seven voting members; six of the members must be Vietnam Veterans.  All funds are to be raised by private contributions.  The Department of Veterans Affairs will provide staff support and facilities for Commission activities.  The memorial design shall be as politically neutral as possible."
              THE NINE-MEMBER COMMISSION
    
The California Vietnam Veterans Commission was appointed soon after legislation was signed.  Five members were appointed by Governor George Deukmejian; one by Assembly Speaker Willie Brown; and one by Senate President Pro Tem David Roberti.
                   THE DESIGN COMPETITION
    
The design competition began in October 1984 and ended April 1, 1985.  The competition was open to any artist or designer who resided in the state of California.  The Commission reviewed 121 design entries.
     Designs were evaluated on artistic excellence, effectiveness as a sculpture or monument and ability to be produced.  The entries were judged by the Vietnam Veterans Memorial Commission.  The winning design by Michael Larson and Thomas Chytrowski was unveiled in a ceremony attended by the Governor at the proposed site on May 20, 1985.   Comments continued in the next column ►►►


       

 

MEMORIAL BACKGROUND, CONT.

     And so, it began.  An estimated $2.2 million had to be raised. The commission members were appointed and the work began.  The Memorial was officially dedicated on December 10, 1988.  It was a two day event with "Buddy Searches", open houses, reunions, entertainment, etc. culminating with a march from Capitol Mall to the Memorial with the dedication at 1PM on the 10th.  A message from Assemblyman Richard (Dick) Floyd read as follows:  We are finally home.  The four-year march to honor California Vietnam Veterans with a Memorial is complete.  We are ready to fill this dedication day with pride for all who served, sorrow for those who fell and hope for those who still carry the war with them.
     We have built more than just a memorial.  Veterans and their loved ones will come here to heal.  Dogtags and service ribbons will be left.  Children will stand and seek understanding.  And each of us will look into the eyes of the teenage warrior seated on his helmet and know, without explanation, the precious contents of a letter from home.
     Whenever I visit the Memorial, I will be locking arms with all of you who have so generously donated time, money and skills to build this long overdue tribute to California Vietnam Veterans.

     So it was back in 1988....many people cared then about the Memorial, and only a few now relative to the 80's.  The Memorial has survived some battles with vandalism, state budget crunches have left it's care up to those who still do care, some state workers simply do not have the time to at least sweep it out, donations are slim for planned events honoring those on that California Wall.  Probably to most of the public and the local governments, it's just a piece of stone, marble and bronze sitting in the park.  It's easy to forget after so many years, that it is not the stone,  marble, and bronze that is calling for attention, it is the honor and memory of those men and women memorialized on that wall.  Late at night when all is dim, they call out to those who will listen......... "Remember me,  I'm not just a name engraved here on this Wall, I was once a living person, I answered my country's call. I had to leave behind my family and friends.   All I ask of you is that you remember me, and then I can live forever in your hearts."

UPDATE ON THE VIETNAM VETERANS MEMORIAL

      PROGRESS!  A Chapter 500 crew will be assembling as a work party to get all of drains blown out and other  chores.  Then the drainage can be checked and repaired as necessary in order to prevent future damage.  A non-profit fund has been established and donations are welcome to fund the continuing electrical work, etc. that's needs to be completed.  See page 6  for details on where to send your donations.

Held in conjunction with the EAA Golden West Regional Fly-In at the Yuba County Airport in Marysville.  Camping is free.  Bring the family and your RV or Tent.  Enjoy air shows, food, vendors and get-together with other VVA and AVVA members.  Volunteers get free entrance to all air show activities.  Varied volunteer opportunities available.  Sign-up deadline is May 15.  For sign-up and information call Spring Camp-Out Chair Jerry Quint at 916-332-7752.

DIRECTIONS to the Roseville Veterans Memorial Hall.  From I-80.  Take the Douglas West exit.  Go to the third light which is Folsom Rd.  Turn right, go to the second stop sign, which is Sutter, turn left, follow the curve, you will see a sign on the right and left that says "Royer Park", turn left there.  You will immediately see the hall to the right and the parking lot.  That's it.  In the hall, from the main door, follow the VVA sign to the meeting room. When you leave, the street is one way, so you will go to the right.  You will then come up to Douglas Blvd., left will go back to the freeway and whichever direction you need to go from there.

                       VVA500 COMMITTEES
Note:  The Chapter can choose what committees they with to have.  If there is an area that you wish to work on, please call the office at 916-481-6020. 
1.  MEMBERSHIP AFFAIRS –Shall be alert to build the membership of the Corporation by pointing out the advantages and services available to members. 
2.  PUBLIC AFFAIRS COMMITTEE – Shall act as a liaison between the various committees of the Chapter and the news media, and it shall publicize in the community the purposes, goals, role, activities, and projects of the Corporation, its State Council and the Chapter.
3.  GOVERNMENT AFFAIRS COMMITTEE – Shall seek, through a program of education, to improve the social, economic, and educational well-being and physical welfare of the Vietnam-era veterans and other persons through the legislative process at the local, state, and federal level.  The committee shall monitor legislative activities and represent the opinion of the membership at public hearings and with public officials.
4.  VETERANS AFFAIRS COMMITTEE – Shall present programs related to a variety of subjects and special interest.  The committee should coordinate its activities closely with the President, other Officers and committee chairpersons.
5.  EMPLOYMENT, TRAINING AND BUSINESS OPPORTUNITIES COMMITTEE – Shall develop programs of the awareness on the part of the economic and employment sector of the needs of veterans in employment and business, and shall seek to improve the economic well being of veterans through such programs.
6.  MINORITY AFFAIRS COMMITTEE – Shall identify and develop programs of awareness of, and programs of interest to, minority veterans of the Vietnam Veterans of America, and shall seek to expand the membership of minorities in the VVA Continued on Page 6..................

7.  CONSTITUTION COMMITTEE – Shall serve to advise the Board of Directors as to matters of interpretation of the provisions of this Constitution, in accordance with guidelines and determinations of the Corporation.
8.  VETERANS BENEFITS COMMITTEE – Shall provide oversight, as directed by the Board of Directors of th4e Corporation, for the Corporation’s Veterans Benefits Program and shall recommend to the Board, policies to govern that program.
9.  FINANCE COMMITTEE – Shall provide oversight of the financial activities of the Corporation, the State Council, or Chapter, and shall recommend policies on financial matters, to include, but not limited to assisting and consulting with the Treasurer on all financial planning, budgeting, reporting and other related matters.
10.  WOMEN VETERANS COMMITTEE – Shall identify issues and needs relevant to women veterans, develop  strategies to address and revolve them, and serve as a resource or liaison to and between all other committees,.  The Women Veterans Committee will maintain communication, advocacy, and outreach on behalf of women veterans at all levels of the organization.
11.  THE POW/MIA COMMITTEE – The committee shall also promote awareness of the plight of American POW/MIA’s in Southeast Asia and other areas of the world regardless of the conflict that initiated their disappearance.
12.  THE AGENT ORANGE/DIOXIN COMMITTEE – Shall accumulate and disseminate information regarding Agent Orange and Dioxin and actively pursue the recognition of presumptive disabilities from exposure to Agent Orange and Dioxin by the Department of Veterans Affairs.  The Agent Orange/Dioxin Committee shall provide assistance to State Councils, Chapters and service programs in the handling of Agent Orange related problems.  The committee shall encourage and foster the sponsorship of legislation to help the victims of Agent Orange and Dioxin, and encourage scientific and medical research in the field of dioxin-related ailments.
13.  THE VETERANS INCARCERATED COMMITTEE – Shall develop advocacy programs of awareness with regard to the special needs of veterans who are presently or formerly incarcerated.  The committee shall work with various state and federal agencies to develop programs to assist in the rehabilitation of veterans incarcerated.
14.  THE COMMUNITY SERVICES COMMITTEE  -  shall identify essential social needs related to Vietnam-era veterans, their families, and others, projects in the community related thereto,  and shall stimulate appropriate Chapter involvement of resources to meet the needs or assist the projects.
15.  THE HEALTH CARE COMMITTEE – shall identify issues and needs relevant to the social, psychological and physical well being of veterans and their families:  monitor programs and services at the Federal, State and Local levels to assess quality of health care and develop strategies and policies to assure adequate access for veterans and their families to appropriate, timely and quality health care.  The committee will serve as a liaison to health care providers and agencies.

16.  PTSD COMMITTEE – Identify the issues, treatment of Post Traumatic Stress Disorder.

                        CHAPTER COMMITTEES

1.  HELPING HANDS COMMITTEE – Shall determine veterans and their families in need and present solutions to the Board for determination of how best to assist the veterans and their families as well as make suggestions to the Board as to what other Veteran and/or community needs are.
2.  VETERANS SERVICES COMMITTEE – Shall be knowledgeable in the area of government services available to veterans and shall assist veterans in obtaining those benefits.

3.  SCHOLARSHIP COMMITTEE – Shall determine the criteria for receiving Chapter 500 scholarships, review the scholarship.

REPAIR AND MAINTENANCE OF THE
CALIFORNIA VIETNAM VETERANS MEMORIAL

     A non-profit foundation has been set up by The California State University specifically for the repair and maintenance of the Memorial.  With the setting up of this fund, we will no longer have to beg the State for funding to take care of the Memorial. 
     Your tax deductible contribution will help to properly maintain the California Vietnam Veterans Memorial (CVVM) located in the Capitol Park in Sacramento.
     The California State University, Sacramento, Foundation (Federal Tax ID #94-1337638) has set up a fund for the sole purpose of providing ongoing repairs and maintenance of the CVVM, which honors the almost 6,000 Californians, who died while serving our country with honor in Vietnam.
     Checks should be made payable to:  CSUS Foundation.  Also, please make sure you input "CVVM" in the "Remarks" section of your check to insure proper credit to the Memorial Fund.  Please mail the checks to:

            FROM NOW UNTIL SEPTEMBER...............

     You can start bringing clothing and shoes to the meetings for distribution at the Stand Down, September 16-18.  Both men's and women's clothing and shoes are accepted.  Forms for volunteering at the Stand Down will also be available at the meetings.

Monday, May 30 - North Highlands Parade - Joe Feirl will be driving his truck representing VVA500 in the Parade. 
Monday, May 30 - Memorial Day Ceremony held at East Lawn Memorial Park, 43rd and Folsom Blvd.  11AM.
Monday, May 30 - 38th Annual Memorial Day Ceremony  - 11AM held at Mt. Vernon Memorial Park, 8201 Greenback Lane,  Fair Oaks.
Monday, May 30 - Memorial Day Ceremony  - 10AM, held at Sacramento Memorial Lawn - 6100 Stockton Blvd. - Sacramento.
Monday, May 30 - Memorial Day Ceremony - 10AM, held at Sierra View Memorial Park, 49 Olive St, Olivehurst.

       PHONE CARDS TO SERVICEMEN & WOMEN
VVA500 is sending phone cards to servicemen & women who are in VA hospitals because of injuries and those serving in Iraq or Afghanistan.  If you know personally of any service man or woman that can make use of a phone card, please contact the office with their full name and address at 916-481-6020 or you can e-mail at vva500@sbcglobal.net.  VVA500's Board has also committed to giving two large cans of coffee and two phone cards for hospitalized Veterans at Mather each month for the VA Volunteer Service Program.
