PRESIDENT'S MESSAGE

     March 8, is California's Recognition Day for the Vietnam Veterans.  It will be Tuesday this year.  Chapter 500 will do its formal recognition on Saturday, March 12th so that more can participate.  First at 3:00PM, we will lay a wreath at the CA Vietnam Veterans Memorial, the starting around 3:30PM, we will be at the Bunker to celebrate.  I don't know if we are celebrating the California Recognition of Vietnam Veterans or any formal recognition of Vietnam Veterans, or just a chance to be with brothers and sisters who shared those times and places with us.  But I sure am looking forward to doing it.  See you there!

ST. PATRICK'S DAY PARADE

     Yes folks, there will be a St. Patrick's Day Parade.  Chapter 500 will be marching.
Time:  Assembly 5PM------------Parade begins at 6PM
Where: Old Town Sacramento
                Parking lot behind the Railroad Museum
     It's a fun parade, hope to see you all there for the "wearin of the green"!

                 NOMINATIONS AND ELECTIONS
As we announced in last month's newsletters, Chapter 500 elections are coming up at April's meeting.  And this month we were to announce the nominations.  Well, sorry to say, members we have received no nominations.  Keep in mind, that your current officers and board members have held their positions now for two years.  Everyone needs a break once in awhile.  As we also said, nominations can be anonymous, so no one will know who you nominated and you can also nominate yourself. Call them in, e-mail them or send them to the office or make them on the floor of the March or April meeting.  We need a President, Vice-President, Secretary, Treasurer and three Board Members.  Should you choose to take on one of these missions, you will have plenty of help from past officers and board members and your Executive Director.

 

        CURRENT NEWS AND ANNOUNCEMENTS

NOTEWe had originally planned to have a meeting in March even thought there was an event on March 12.  However since then, we have found out that there will be a St. Patrick's Day Parade on March 17.  The Board has decided to cancel the March 15th meeting.  So, there WILL BE NO GENERAL MEETING IN MARCH
     Please join us for the "Welcome Home Vietnam Veterans Day" on March 12, and come to march at the St. Patrick's Day on March 17.  Detail for both are on this page.

          "WELCOME HOME VIETNAM VETERANS!"
DATE:  Saturday, March 12, 2005
PLACE:  The Bunker (Torch Club) located at 905 15th St.
       (15th & I) across from the Memorial Auditorium.
TIME:  3:00PM.  We will place a wreath (generously donated by East Lawn Memorial Park) at the Vietnam Veterans Memorial first at 15th & L.   Rev. Bill McDonald will say a prayer, then it's off to the Bunker for food, music and dancing.  The Bunker is within walking distance of the Memorial.  Karen Winnett and Kris Hollinger have generously donated their services of their band, The Cat McCarthy Gang" to play Vietnam Era music.  We've put out some requests for donated food from the local retailers, no response yet as of this writing.  The Chapter will cover it if no one responds, so if members would like to bring some snacks, that would be great.
     This is one event you won't want to miss.  Meet old friends and make new ones. You all know you feel better after meeting and talking with your brothers and sisters. March 8th has been set aside by the California Legislature to honor Vietnam Veterans.  We thank Assemblyman Maze for introducing that resolution.  We will be celebrating the day on Saturday of the following weekend. All Vietnam Veterans, and their families are invited.  So tell your friends.  However, no one under the age of 21 is allowed in the Torch Club. 

SCHOLARSHIPS - Announcements will be going out to the schools detailing the criteria for scholarships VVA500 will be giving out this year.  If any members have a relative that has graduated from high school, will graduate or has a GED and will attend college in the fall.  Let us know, we will send a notice to them.

VETERAN BENEFIT UPDATES AND ANNOUNCEMENTS
BENEFITS FOR CALIFORNIA VETERANS

NO LIMIT ON LENGTH OF PRESUMPTIVE PERIOD FOR RESPIRATORY CANCER
(From the Institute of Medicine - Agent Orange Review)

        The Institute of Medicine of the National Academy of Science (NAS) newest report called Veterans and agent orange:  length of presumptive Period for Association Between Exposure and Respiratory cancer (available online at www.nap.edu) analyzes the relationship between exposure to herbicide agents, such as Agent Orange, and respiratory cancers, which includes cancers of the lungs larynx, trachea, and bronchus.
     NAS concluded that is it not possible to scientifically identify any maximum time limit after herbicide exposure for developing respiratory cancers.  That is, there is no scientific basis for a time limit on service connection.
     In accordance with Public Law 102-4, the Agent Orange Act of 1991, NAS conducted an extensive review regarding the health effect of exposure to Agent Orange and other herbicides used in Vietnam for the Department of Veterans Affairs (VA).  Since the initial report, released in 1993, the NAS has issued updates every two years.
     In the 1993 report, NAS concluded that there was "limited/suggestive" evidence of an association between exposure to an herbicide agent and the subsequent development of respiratory cancers.  In June 1994, in response to that finding, VA issued regulations establishing a presumption of service connection for respiratory cancers.  The regulation specified that the respiratory cancer must show up and cause a degree of disability of 10 percent or more within 30 years after the last date of service in Vietnam.
     The 30 year presumption period was based on VA's analysis of scientific studies, which suggest a time limit for the increased risk of respiratory cancers due to certain other chemical exposures.  In 1994, Congress codified (enacted into law) the presumption of service connection for respiratory cancers, including the 30 year presumption period.  This action was taken in Public Law 103-446, the Veterans' Benefits Improvement Act of 1994.
     The recently released 61 page NAS publication concludes that it is not possible, based on current scientific evidence, to identify any maximum time limit for the increased risk of respiratory cancer associated with herbicide exposure.  The report concludes that the risk of exposure "could last for many decades."
       WHAT IS PRESUMPTIVE SERVICE-CONNECTION?

     Unlike most veterans, any veteran who served in Vietnam between January 9, 1962, and May 7, 1975, and has one or more of the diseases on the list of presumptive conditions that VA maintains must be presumed by VA to have been exposed to herbicides, and therefore that his or her disease is service-connected.  The current list follows in the next column►►►

 

LEGISLATIVE NEWS FOR VETERANS

     Here are two of the bills regarding Veteran issues introduced in the State Legislature:
AB 357 - Horton, Lemon Grove - Taxpayer contributions:  Veterans Quality of Life Fund.  This is a repeat of an effort started in 2003 to have a check off item on the state income tax returns to allow taxpayers to donate from their refunds to the quality of life fund which would help to support the morale, welfare and recreation funds at the State Veterans Homes.
AB787 - DeVore, Irvine - Veterans:  impersonating a veteran:  crime - This bill would provide that any person who willfully wears, exhibits, or uses as provided, the authorized badge, photographic identification card, or insignia of, or willfully presents himself or herself, as an active or retired veterans of the Armed Forces of the United States, with the intent of fraudulently personating an active or retired veterans of the Armed Forces of the US, or of fraudulently inducing the belief that he or she is an active or retired veterans of the Armed Forces of the US, for the purpose of personal gain or to facilitate any unlawful activity, is guilty of misdemeanor.

ILLNESSES PRESUMPTIVELY SERVICE CONNECTED TO DATE:  The following health conditions are presumptively recognized for service connection.  Vietnam veterans with one or more of these conditions do not have to show that their illness(es) is (are) related to their military service to get disability compensation. VA presumes that their condition is service-connected.  Note:  This of course applies to in-country vets.  Also, possibly to some service areas in Korea.
1.  Chloracne (must occur within 1 year of exposure to Agent Orange)
2.  Non-Hodgkin's lymphoma
3.  Soft tissue sarcoma (other than osteoscarcoma, chondrosarcoma, Kaposi's sarcoma, or mesothelioma)
4.  Hodgkin's disease
5.  Multiple myeloma
6.  Respiratory cancers, including cancers of the lung, larynx, trachea, and bronchus (no time limitation)
7.  Prostate cancer
8.  Acute and subacute transient peripheral neuropathy (must appear within 1 year of exposure and resolve within 2 years of date of onset)
9.  Type 2 diabetes
10.  Chronic lymphocytic leukemia
     Note:  One of the above conditions Veterans consider the least as a presumptive condition for compensation is Type 2 Diabetes.  Many Vietnam in-country Veterans have the condition and do not realize they are eligible for compensation.  If you have Vietnam in-country friends, pass this information along to them.  Even if Veterans are enrolled in the VA Health System and receive treatment from the VA, does not mean that they know that they need to file a claim in order to receive compensation. GOOD NEWS!  Most of the repairs have been made to the damaged statues.  The flag pole must still come down, lights, and corroded wiring must be fixed.  But at least it's on it's way.  More news about the Memorial on Page 5..............

DIRECTIONS to the Roseville Veterans Memorial Hall.  From I-80.  Take the Douglas West exit.  Go to the third light which is Folsom Rd.  Turn right, go to the second stop sign, which is Sutter, turn left, follow the curve, you will see a sign on the right and left that says "Royer Park", turn left there.  You will immediately see the hall to the right and the parking lot.  That's it.  In the hall, from the main door, follow the VVA sign to the meeting room. When you leave, the street is one way, so you will go to the right.  You will then come up to Douglas Blvd., left will go back to the freeway and whichever direction you need to go from there.

CA VIETNAM VETERANS MEMORIAL GUARD

RECRUITING NAM VETS FOR THE
CA VIETNAM VETERANS MEMORIAL

     We need Memorial Watch and Information Officers.  Some security experience, good with crowds, stern, dedicated, a team of two, like in Nam!  One to watch the Memorial, make rounds, other to give information to visitors who visit the Memorial, run off phony Nam Vets, from bothering visitors for money.  I till train.  In March I will be at the California Department of Veterans at 13th & O helping Veterans after protecting the Memorial and giving information at our CA Vietnam Memorial for 10 years.  I can't take on the other deeds to help Veterans at 13th & O, leaving the Memorial open and unprotected from Vandals, panhandlers, tour guides and teachers who think they know more about Vietnam than US who went to Nam.  The fun part is telling these Tour Guides and know-it-all teachers, you don't know what you're talking about.  Take your lies somewhere else, not here.  That's the fun part.  You know!  the Hollywood Ramos, reading war stories.  However, I will train you.  The most important issue is giving correct information to our visitors, and protecting 5,822 of our fallen brothers and sisters from liars and vandals.  Once you get into it, you'll find it well worth it and self rewarding.  It's worth getting out of the house.  If interested contact Greg or Mary Lou McNeill, Chapter 500.  We'll set up a date and time to train you.
                          Gunnie Sgt. Ken Nelson, Memorial Watch CHAPTER NOTE:  Member Ted Adams has committed to guarding the Memorial for several days of the week for a few hours in the evenings as he works during the day.  J.C. Terry, Vietnam Veteran, soon to be VVA 500 member has committed to the daily guard duty.  However, we need more people so that one or two people will not have to carry the whole load.  Let's not forget those people on the Wall, they gave a lot, can you spare a few hours?
     There is to be a changing of the Guard ceremony from Ken to J.C.  on March 1.  This newsletter may not make it on time, but e-mails have gone out and it will be covered in the next newsletter. Gunnie Ken has done a great job and we certainly appreciate it.  He's taking a well deserved break from his Guard Duty.

            THANK YOU FOR A JOB WELL DONE!
On Monday, February 21, Ted Adams guarding the Memorial in the evening with his two sons, observed three young men approaching the Memorial from the corner of 15th & L.  Standing back, Ted and his sons watched and the boys  began to urinate on the statue inside the Memorial.  Ted and his sons immediately ran to take care of the matter.  One of the men escaped, but they managed to contain the other two.  The authorities were called, came and took the two away.  During a search of the boys, spray paint cans were found in their possession.  We pretty much know  what would have happened had Ted and his sons not been there.

2/7 - E.D. McNeill met with Parks and Recreation in regard to a VAC Memorial Day Ceremony
2/9 - E.D. McNeill attended media function to publicize repairs at the Memorial
2/9 - President McNeill and members attended the regular VAC meeting. 
2/9 - E.D. McNeill attended a City Staff meeting regarding the revision of the Parade Ordinance
2/14 - E.D. McNeill attended the first Stand Down meeting of the year.  McNeill was elected to the Stand Down Board as Secretary.
2/15 - Regular VVA General Meeting with CSA Tax & Insurances discussing tax tips and other financial matters at the meeting.
2/21 - President McNeill attended the regular Marine Corps League meeting in Folsom.
2/21 - Memorial Guard Ted Adams and his two sons apprehend a 16 and 18 yr. old vandalizing the Memorial.
2/23 - E.D. McNeill met with Janna Trawick from WEAVE to discuss opportunities for both VVA and WEAVE.
2/24 - President McNeill and E.D. McNeill attended a Veterans and Families meeting.

Helping Veterans and Families Transition
 from Military to Civilian Life

About Veterans and Families (VF) - A Project of the Sacramento Region Community Foundation:  VF is a non-profit organization of Veterans, family members, employers, mental health professionals, service providers, academics and community leaders dedicated to "Helping Families, Employers, and Communities Support Homecoming Soldiers in their Transition from Military to Civilian Life."  It was founded in 2003 by John Henry Parker, Former Marine and Parent to a recently returning veteran of Afghanistan who is battling Post Traumatic Stress Disorder (PTSD).  VF knows that for a new generation of combat veterans who are coming home from Iraq and Afghanistan, an informed and seamless community network of support can mean the difference between getting back on their feet, or falling through the cracks.  VF is closing the service gaps by building active local networks that engage all stakeholders in the homecoming process--veterans, their family members, friends, counselors, academics, employers, and other community leaders.  The goal of Veterans and Families is to help families, employers, service providers and personal development resources, and community services information that is needed to provide the successful homecoming that every soldier deserves.  To learn more about how you can help, visit www.veteransandfamilies.org or call 916-395-4054 for more information.

CALL FOR VOLUNTEERS - As we mentioned in other areas of the newsletter, the Mather VA Medical Center is always in need of volunteers.  Even if you only have a few hours a month available, you can help.  Some of the areas needed are:  Patient Visitors, Shuttle Cart Driver, Van Driver, Group Activities, Office Assistant, Escort, New Admissions Greeter, and many more.  Those of you who go to Mather for treatment, maybe could spend a few extra hours there to help out.  If you think you can help call Juanita DeLuna at 916-366-5372.

     VVA500 is sending phone cards to servicemen & women who are in VA hospitals because of injuries and those serving in Iraq or Afghanistan.  If you know personally of any serviceman or woman that can make use of a phone card, please contact the office with their full address at 916-481-6020 or vva500@sbcglobal.net.

 

VVA BENEFITS

     If you need any varied types of insurance or perhaps supplements to what you currently have, you might want to check out some of the plans offered by the National VVA.  Here is what's available:
Dental Coverage - "DentaPay" provides:  Automatic acceptance, Coverage for preventive, basic and major services, Coverage for the member and qualified family members, Power to choose any dentist and Low deductible limits.
Hospital Indemnity Insurance Plan - Two plans available, for benefits paid directly to you in addition to other coverage up to $125. per day, intensive care indemnity benefit, outpatient surgery and pre-admission testing, recuperation benefit, guaranteed acceptance for all members and spouse under 70.
Cancer Expense Plan - $150. a day benefit for hospital stays, intensive care, hospice care, out-patient treatment, one time lump sum benefit of $1,500. paid upon the positive diagnosis of cancer after coverage has been in effect for 45 days, no medical exam to enroll if member, spouse, dependents have been cancer free for the past five years.
Accidental Death & Dismemberment - no physical exam for members and spouses under age 65.  Coverage rates depend upon amount of insurance required from $25,000-$150,000.

WEAR RED ON FRIDAY!

     We received a message from AVVA member Noralee Parsons about a grass roots movement afoot to show our solidarity and support for our troops.  It's simple to do; all you have to do is wear "red" on Fridays and let everyone know why.  So, get out the red and show it off!

BLAST FROM THE PAST

     What was Chapter 500 doing in March of 1992???  Looks like Bob Parker was President.  Looks like CSC had a meeting in Fresno. "This was the second annual meeting that encourages the leadership from each Chapter to share successes and problems and to plan for the future." The Moving Memorial Wall was there and VVA national president Jim Brazee gave an address.  Chapter 500 had just moved into new digs at the Am Vets Post #1.  Plans were being made to march in the St. Patrick's Day Parade on March 14. The battle with Congress was going on then and still is with Mike Mark urging members to write their Congressman to "end the prohibition on military retirees from collecting compensation for both their disability and earned retirement benefits at the same time.
