     February, the month we recognize our country's Presidents and say "Happy Valentine's Day".  But this year don't stop at that one special someone.  Send your son a card.  It will make him laugh.  Call your sister, you'll warm her heart.  Give your mom a big hug.  You might see a tear of happiness.  And those kids..........love those kids.  Remember it is not only is our joy to show our love for our loved ones.  But, it is also our responsibility to those men and women whom did not come home alive.  They will never send a card, make a call, give a hug or show their love again.  But, we can and will, for them.

Cost-Of-Living Raise Boosts
 Veterans Benefits

Department of Veterans Affairs
FOR IMMEDIATE RELEASE
January 13, 2005     

WASHINGTON – Millions of veterans and eligible family members will see their disability compensation, pension and survivors' benefits increased. "We want all veterans with disabilities related to the defense of our country to receive the benefits they have earned," said Secretary of Veterans Affairs Anthony J. Principi.  "With this increase, we ensure their payments keep pace with the cost of living."
     A recent law signed by President Bush provides a 2.7 percent increase in disability compensation and survivors' benefits.
     Eligible veterans and family members can expect to see this increase in their January checks.
Under the veterans disability compensation program, tax-free payments generally range from $108 to $2,299 per month depending on the degree of disability.   Special payments up to $6,576 per month apply to the most severely injured veterans.

CHAPTER 500 ELECTIONS COMING UP

     We are calling for nominations for chapter offices for the 2005-2006 year.  Nominations received in February will be published in the March newsletter.  April is the month for elections and the Chapter's Annual Meeting.  All of the current officers and board members have had their positions for two years, and have held other positions for longer than that.  It's time for some new people to take on some of the positions and give these guys a break.  See page 8 for a form to send in with your nominations. Nominations can also be made from the floor. You can nominate yourself or someone else you feel would be right for the job and is a paid up member of the Chapter.  Don't be afraid to take on a position.  You will have plenty of help from Past Officers, Board Members and your Executive Director.  There are also several committees you may be interested in. These will be listed in the March newsletter.  The committee chairs are appointed by the new president after the election.

ANNOUNCEMENT - We just learned that the National VVA President Tom Cory's mother,  Margaret Cory passed away January 25. Our sincere condolences go to President Cory and his family.

BENEFITS FOR CALIFORNIA VETERANS

VETERANS PREFERENCE IN CALIFORNIA CIVIL SERVICE EXAMINATIONS

The Benefit - Additional points added to the final score of a civil service examination as follow:
a) Open Entrance Exams - 15 points for a disabled veteran and 10 points for other veterans and surviving spouses.
b)  Open Non-promotional Entrance Exams - 10 points for disabled veterans and 5 points for other veterans.
Who May Be Eligible
a) Veterans with service-connected disabilities rated at 10% or greater.
b) "Wartime" veterans who have served with honor.
c) A veterans who served under honorable conditions for a period of at least 181 days.
d) Spouses of totally disabled service-connected veterans.
e) Unmarried, surviving spouses of a veteran who has died of service-connected causes.

BUSH ADMINISTRATION MAY BE  LOOKING TO DECREASE  VETERANS BENEFITS AGAIN!

Subject: Veterans' Benefits "hurtful" to National Security, says Pentagon - by: Joel Wendland-Tuesday 25 January 05

     "In an interview with the Wall Street Journal (1-25-05), Pentagon official David Chu, in a mockery of the contribution of veterans, defended a new round of cuts by ironically describing funding for programs like veterans’ education and job training, health care, pensions, VA housing and the like as "hurtful" to national security."
     Despite Republican pretense that spending increases for the VA budget under the Bush administration have been large, new spending neither has matched inflation over the same period, nor does it keep pace with growing need.
     For example, as private sector health care costs skyrocket, veterans are more and more turning to the military’s health insurance program, Tricare. Retired service members account for half of the people covered by Tricare, whereas just five years ago they accounted for only 40 percent. The Bush administration wants to find ways to stem this tide – none of which have anything to do with keeping private sector insurance affordable.

LEGISLATIVE NEWS FOR VETERANS

NEW CONSULTANT HIRED FOR CALIFORNIA SENATE VETERANS AFFAIRS COMMITTEE

Senator Bill Morrow (R-Oceanside), Chairman of the Senate Standing Committee on Veterans Affairs, is pleased to announce the hiring of a new head consultant for the committee: Donald E. Wilson, current Senate staffer and veteran of the United States Navy.
    
“I’m delighted to have Don join our team,” said Morrow, who served eight years on active duty as a commissioned officer in the U.S. Marine Corps.  “He’s a strong advocate for veterans with considerable legislative experience.  Competition for the position was fierce.  There were several highly qualified applicants.”
     “I’m looking forward to continuing the Committee’s reputation for meeting the legislative needs of California’s veterans,” said Wilson.
     Wilson has worked for the Senate for several years in a variety of roles – most recently for the Senate Office of Research, overseeing Veterans and Base Realignment and Closure issues.  Other legislative experience includes service as a floor analyst and in legislative communications.  His varied private sector experience includes personnel management, directing customer service operations, and inventory management.
     Wilson holds an M.A. degree in Government with a specialization in Political Theory.  His B.A. degree also is in Government.  His academic awards include membership in the Golden Key Honor Society and the political science honor society, Pi Sigma Alpha.
     Wilson joins Committee Secretary Cindy Johnston.  The vacancy he is filling was created by the recent retirement of longtime consultant David Grafft.
     The Committee consists of Morrow and four other senators:   Vice-Chair Nell Soto (D-Ontario), Wes Chesbro (D-Arcata), Jeff Denham (R-Merced), and Joe Dunn (D-Garden Grove).

Benefit cuts continued.................

      The slow rate of VA spending growth enforced by Bush and the congressional Republicans over the last four years won’t cover growing deferred benefits, such as education, housing, retirement, health care and so on, promised to current service members or that are supposed to be available for new enlistees.
     Slow spending growth isn’t even the biggest immediate problem for vets. In the last two years, Bush ordered the closing of several VA hospitals in different parts of the country, pushing waiting lists for medical services for veterans as high as six months for about 230,000 vets. These closings followed in the wake of the congressional Republican’s concerted drive in 2003 to cut $15 billion from VA spending over the next ten years.

UPDATE ON THE VIETNAM VETERANS MEMORIAL

Supposedly the artist is still working on the molds for the repair.  Mike Slater, CDVA reports that signs have been purchased and installed that indicate, "no drinking, eating, smoking or candle burning" is allowed in the Memorial.

AFTER ACTION REPORT

     1/3 - Joe Cavanagh, as VVA500's representative attended the Roseville Veterans Memorial Hall monthly board meeting.
     1/4 - VVA500 held it's monthly Board Meeting.
     1/12  - President McNeill, and several other VVA500 members attended the monthly VAC meeting.
     1/15 - President McNeill, E.D. McNeill, Karen Winnett, Kris Hollinger, Ron Krueger, Phil Rios spent the day painting the hall walls at WEAVE.  Part of the group met at the Bunker for refreshments.  See the pictures on page 7.
     1/17 - President McNeill attended the monthly meeting of the Marine Corps League
     1/18 - VVA500 held it's monthly General Meeting.  Juanita DeLuna who is in charge of the Volunteer Program at the Mather VA Medical Center gave a presentation detailing what volunteers and items that are needed at the Center.

VVA500 has Chapter 500 T-Shirts and Hats for sale.  They look great, as evidenced below.  The shirts and hats are reasonably priced at $10. for the T-Shirts and $12. for the hats.  All sizes are available from small to really big.  They are always available at the General Meetings or send your check and order, and we can ship to you, but must add $5. for postage and handling.  Note:  The VVA500 Board has voted that only VVA, AVVA members may purchase VVA500 logo items.  As to presentation of honorary items, the Board will decide that on an individual basis.

BUSH ADMINISTRATION MAY BE LOOKING TO DECREASE  VETERANS BENEFITS AGAIN!

     And, since his razor thin victory over Senator Kerry and his claim of "political capital" to rule as he sees fit, President Bush, according to an Associate Press story about a leaked White House Budget Office memo, plans to slash veterans’ health care benefits by over $900 million and veteran’s housing programs by $50 million in 2005 alone. A Center for American Progress analysis says, "President Bush’s 2005 budget would increase prescription drug co-pays from $7 to $15 for many veterans. In 2002, the co-pay went from $2 to $7." This co-pay increase would have the biggest impact on "near-poor" veterans whose incomes are just high enough to require that they pay the new premium.
     In fact the Republicans are so desperate to cut veterans’ benefits they have started attacking fellow Republicans who want to preserve current benefit levels. The Wall Street Journal reports that "the House Republican leadership took the unusual step of stripping New Jersey Rep. Christopher Smith of his chairmanship of the Veterans Affairs Committee" for pushing "so aggressively for veterans benefits that he at times threatened to oppose their spending plans – and President Bush’s – unless more retiree benefits were included."
     The Wall Street Journal attributes the fact that the Republicans haven’t been able to cut more from the VA budget to the work of large veterans’ lobby groups such as the Military Officers Association of America and other veterans groups like American Legion and Vietnam Veterans of America who have consistently blocked cuts and have pushed for expanded programs and spending. Veterans groups have called for expanded VA hospital usage, larger retiree, disability, and survivor benefits, equitable pay for service members and better access to health care and health insurance for retirees and survivors.
     The Bush administration and the congressional Republicans lament the fact that increasing entitlements promised to veterans have forced them to limit the growth of spending for questionable missile systems and other weapons programs. New funding for their illegal war on Iraq, they claim, is also in jeopardy as long as so much new military spending is set aside for veterans’ programs.
     These "compassionate conservatives" want to force American taxpayers to choose between the GOP’s vision of "national security" and taking care of the people who have provided that national security. While the Republicans would like to see tax dollars handed over to the big defense that fund their election campaigns contractors – their version of an "entitlement program," they will also have to deal with the 28 million people who sacrificed their time and lives in the US military.

VETERANS BENEFITS, CONT.

     The Pentagon plans to reduce deferred benefit packages and increase one-time cash awards for new enlistees in the hopes of reducing, even eliminating, long-term benefit programs. In other words, recruiters will ask young people to sign up with enticements of several thousand-dollar payments and forget to tell them that they could have more for college. Further, one Pentagon official said that they’d like to change existing benefit plans to cause older service members to retire early and thus have smaller pensions and fewer benefits. Meanwhile, Republicans are blocking an effort to eliminate premium payments for some retirees who receive Medicare. Also, the reliance on reservists in Bush’s war on Iraq to participate in longer terms of active duty without adequate increases in pay is a de facto pay cut that affects thousands of service members who share equally the risks of military service.
     The Republicans’ effort to cut veterans’ benefits is just another sign of their callous attitude to the vast majority of people in this country. They feel that the very rich are entitled to hundreds of billions in tax cuts, but do not feel the least twinge of guilt in forcing veterans to forego the benefits and services promised in return for their sacrifices.
     Yesterday Bush announced his request to Congress for another $80 billion, bringing the total spent on his war to $280 billion. Critics of the new spending request see it as more money being thrown at a criminal invasion of Iraq based on lies about WMD and terrorist ties that also is draining national resources from programs that help people for a military machine that kills and tortures. Opponents of Bush’s war believe it has undermined national security making Americans the target of terrorism more than ever before, while Bush wants us to believe that making sure retired veterans have food, shelter, and medical care is a threat to national security.

CALL FOR VOLUNTEERS - As we mentioned in other areas of the newsletter, the Mather VA Medical Center is always in need of volunteers.  Even if you only have a few hours a month available, you can help.  Some of the areas needed are:  Patient Visitors, Shuttle Cart Driver, Van Driver, Group Activities, Office Assistant, Escort, New Admissions Greeter, and many more.  Those of you who go to Mather for treatment, maybe could spend a few extra hours there to help out.  If you think you can help call Juanita DeLuna at 916-366-5372.

CALIFORNIA DEPARTMENT OF VETERAN AFFAIRS - is also calling for volunteers to start their new "Greeter Program".  You would be greeting people that come in to the CDVA from the information desk, assisting them in direction to the offices or information they need.  The hours are 8AM-4PM Mon-Fri. The hours you would work can be geared to your schedule.  Training will be provided in mid February. The anticipated start of the program is in March.  Call Jack Byrd at 916-653-2374 for more information.
